Zankore Secures Up to $3.1B Senior Term Loan to Fund Indonesia AI Infrastructure Buildout

Zankore, the AI infrastructure platform backed by Indosat Ooredoo Hutchison, Ooredoo Group, NVIDIA and Nokia, has signed a senior term loan facility of up to $3.1 billion to finance its next phase of GPU infrastructure deployment, marking a significant step in the company's transition from platform announcement to physical buildout.

The financing follows Zankore's launch in August, when Indosat Ooredoo Hutchison and its partners unveiled plans for an AI infrastructure platform targeting up to 1 GW of NVIDIA DSX AI Factory capacity. At launch, the group said it expected to deliver around 200 MW of initial AI capacity in the first half of 2027. The company said Wednesday it is now building an initial 100 MW of NVIDIA AI infrastructure in Indonesia, providing more detail around the near-term buildout.

The debt package brings together regional and international banks. Citi acted as exclusive debt adviser, while Citi, ING, Natixis CIB, Qatar National Bank and UOB served as senior mandated lead arrangers, underwriters and bookrunners. The proceeds will support the acquisition and deployment of advanced NVIDIA GPU infrastructure.

The platform is designed to provide GPU clusters for model training, fine-tuning, inference and agentic AI workloads. Zankore said it plans to offer cloud services to enterprises, startups, developers, AI-native companies and institutions across Indonesia and the wider Southeast Asian market. A revenue-sharing and credit-support model is intended to align infrastructure deployment with customer demand, giving Zankore a more capital-efficient route to scale as it adds computing capacity.

The size and structure of the loan underscore how AI infrastructure is becoming a financing category in its own right. GPU deployments require large upfront commitments not only for processors but also for networking, power, cooling and data-center capacity. Zankore described the transaction as one of Asia's largest AI infrastructure financings and said it is the first syndicated transaction of this scale in the Asia-Pacific market.

ING said the transaction required a financing structure capable of addressing the capital demands associated with AI compute and GPU deployments. Natixis CIB similarly described AI compute as an emerging asset class requiring new financing approaches. For the banks involved, the deal provides exposure to infrastructure increasingly treated as strategic digital capacity. For Indonesia, the project fits a broader effort to build local computing resources rather than relying entirely on AI infrastructure located outside the country.

Zankore is starting in Indonesia but has framed the platform as a regional buildout, saying the infrastructure will support customers across Southeast Asia and potentially beyond as additional capacity comes online. The initial deployment is being built around NVIDIA's full-stack AI computing technologies, with clusters designed for production workloads at scale, including training and inference for enterprise and agentic AI applications.

The company's longer-term target remains up to 1 GW of AI computing capacity, to be developed in phases with each stage adding infrastructure, commercial relationships and operational capabilities as demand develops. How quickly the proposed capacity is absorbed will depend on enterprise demand, regional AI adoption and the economics of operating power-intensive GPU infrastructure at scale.
