Telin and BW Digital Complete Landing of Nongsa Changi Subsea Cable in Batam, Indonesia

The Nongsa Changi Cable (NCC) has officially landed at Nongsa Digital Park (NDP) in Batam, Indonesia, marking a significant milestone in regional digital infrastructure development. The project, jointly announced by Telkom Indonesia subsidiary Telin, BW Digital, and NDP, is the first subsea cable system to land at the NDP facility, positioning Batam as a growing hub for international connectivity.

The NCC spans approximately 50 kilometers (31 miles) and features 24 fiber pairs, linking Batam directly to Changi in Singapore. First announced in July 2024, the cable is one of two new Batam–Singapore subsea systems developed by Telkom Group, alongside the Indonesia Singapore Cable System (INSICA). In Batam, the cable lands at BW Digital’s under-development NDP1 facility, while in Singapore it integrates with Digital Realty’s SIN12 data center.

Dian Siswarini, president director of Telkom Indonesia, emphasized the strategic importance of the project. “NCC represents a strategic collaboration between Indonesia and Singapore in building a more connected and competitive digital ecosystem. This strategic infrastructure not only strengthens Indonesia’s digital connectivity and resilience, but also provides greater route diversity and enhanced connectivity for Singapore as a regional digital hub, creating mutual benefits for both countries,” she said.

The cable landing comes amid a broader regional shift in data center development. Singapore’s ongoing data center moratorium, though easing, has prompted capacity to spill over into nearby Johor in Malaysia and southward to Batam. Batam, the largest city in the Riau Islands, sits close to Singapore on the opposite side of the Singapore Strait, making it a natural alternative for digital infrastructure expansion.

Ludovic Hutier, CEO of BW Digital, highlighted the cable’s role in supporting the region’s growing demand for cloud, AI, and data center services. “The successful landing of NCC demonstrates the power of strategic partnerships in delivering critical digital infrastructure for Southeast Asia. Together with Telin, we are creating a future-ready connectivity platform that supports the region’s accelerating demand for cloud, AI, and data center services,” Hutier said. He added that NCC is a critical component of BW Digital’s broader digital ecosystem, which includes Citra Connect’s terrestrial fiber network and the NDP1 144MW data center campus in Batam, providing end-to-end infrastructure for customers supporting regional expansion.

Mike Wiluan, CEO of Nongsa Digital Park, celebrated the milestone as a strengthening of the local ecosystem. “Today's cable landing is more than the completion of digital infrastructure; it represents the strengthening of an ecosystem. NDP is now officially a new destination point for domestic and international subsea fiber optic cables, and we look forward to welcoming more in the near future,” he said.

The landing ceremony was attended by high-level dignitaries, including Indonesia’s Coordinating Minister for Economic Affairs, Airlangga Hartarto, and Singapore’s Deputy Prime Minister and Minister for Trade and Industry, Gan Kim Yong. Hartarto underscored the cable’s broader economic implications. “Indonesia’s digital transformation needs to be supported by robust physical infrastructure and increasingly strong connectivity. NCC serves as the physical foundation for a new digital corridor connecting Indonesia and Singapore, while further strengthening Batam’s position as Indonesia’s digital gateway,” he said. “The presence of NCC is expected to reinforce the strategic position of both countries in the global digital ecosystem and value chain, while creating opportunities for greater investment, innovation, and new technology-driven economic activities.”

Batam and Singapore are already connected by multiple subsea cables, including BSCS, B2JS, B3JS, IGG, Matrix, MIC-1, PGASCOM, SEAX-1, and TIS. Upcoming systems such as Apricot, Asia Connect Cable-1 (ACC-1), and Hawaiki Nui 1 are also expected to link the two cities. However, the Nongsa-Changi Cable is the first to land directly at Nongsa Digital Park.

Founded in 2007, Telin operates a vast infrastructure network spanning more than 300,000 kilometers (186,411 miles) of subsea fiber across 27 global networks. BW Digital, the digital infrastructure arm of maritime conglomerate BW Group, owns and operates the Hawaiki subsea cable linking New Zealand and Australia to the United States. The company is also developing a 144MW data center in Batam, which was topped off in October 2025.
