PowerHouse files for 300MW data center campus outside Dallas-Fort Worth

PowerHouse Data Centers is expanding its footprint in Texas with plans for a new campus outside Fort Worth, as the company's pipeline in the Lone Star State surpasses 10GW across 11 active and planned projects.

Kimley-Horn has filed for the development of a data center on approximately 87.96 acres of land in the town of Westlake, located in Denton and Tarrant counties north of Fort Worth. The project, known as the Circle T Data Center, is set to be situated at 13580 Denton Highway, at the northeast corner of the intersection of United States Highway 377 and Westport Parkway.

Site plans indicate up to four 300,000 sq ft (27,870 sqm) buildings are planned, totaling 300MW of capacity. The listed owner is Circle T Owner LP, with AREP and PowerHouse CEO Doug Fleit named as contacts. Representatives from AREP and PowerHouse presented the project to officials during a town meeting this week.

The land is currently zoned as planned development. City documents note that while the first data center is allowed by-right, all successive data centers would require approval of a specific use permit. The Westlake department of planning and development had recommended approval of the site plans, and the town's planning and zoning commission approved the proposals this week.

According to a post on the town of Westlake's website, PowerHouse has paid Oncor to bring a 350MW substation to Westlake at no cost to residents. The substation will power the data center and the town's pump station, underscoring the scale of infrastructure investment accompanying the project.

"Our residents expect thoughtful planning, transparency, and a commitment to protecting what makes Westlake such a special place to call home," said Westlake Mayor Kim Greaves. "This project has been carefully evaluated to ensure it meets our high standards while providing meaningful long-term benefits for our community. The data center will expand our tax base, strengthen funding for public infrastructure and Westlake Academy, and help reduce the tax burden on our residents, all while having minimal impact on daily life."

Founded in 2022, PowerHouse is a wholly-owned division of American Real Estate Partners. The company has projects in operation and development across Virginia, Texas, North Carolina, Kentucky, Indiana, Illinois, Nevada, and Pennsylvania, with a reported pipeline totaling more than 8GW of capacity. In Texas alone, the firm lists 11 active and planned projects totaling 10GW, including a 201MW data center in Irving that topped out in March and a 768-acre campus being developed with Provident Data Centers just south of Dallas in Ellis County. The firm also looks set to develop on Tract-owned land outside Austin.

The Westlake approval marks another step in PowerHouse's aggressive Texas expansion, reflecting the broader surge in data center development across the Dallas-Fort Worth metroplex driven by rising demand for AI and cloud computing capacity. The project's combination of dedicated substation infrastructure and local tax benefits highlights the growing collaboration between data center developers and municipal governments seeking to attract digital infrastructure investment while managing community impact.
