KatloTech Communications, an Indigenous-owned ICT services company based in Canada's Northwest Territories, is advancing plans for a modular, hydro-powered data center campus on K'atlodeeche First Nation lands near Hay River. The proposed IceFox Data Center would also be accompanied by a new fiber route connecting the remote region to Alberta, aiming to bridge a significant digital infrastructure gap in northern Canada.
The IceFox campus is designed to span 20,500 square feet (approximately 1,905 square meters) across several containerized buildings. Phase I would deploy two 35kW data center pods, each offering five racks, targeting edge computing and general workloads. Phase II would introduce a 100kW pod hosting 13 racks for AI, high-performance computing, and cloud hosting. While some company materials suggest the site could scale to 3MW over time, other documentation indicates a potential expansion path up to 20MW, underscoring the project's long-term ambition.
In parallel, KatloTech Fiber is developing 329 kilometers (204 miles) of underground fiber optic cable linking High Level, Alberta, to Hay River in the Northwest Territories. Construction on the fiber route is slated to begin this summer, with commercial availability expected in the third quarter of 2027. The network would be offered on a wholesale basis, providing open access to multiple service providers and potentially lowering connectivity costs in the region.
KatloTech, founded in 2009, has been exploring the IceFox concept since at least 2020. Lyle Fabian, CEO of KatloTech, outlined the project's vision last year, describing it as the foundation for an "Indigenous AI platform." Fabian, a member of the Kátł'odeeche First Nation, emphasized the facility's environmental credentials: "Our snow-cell cooling system uses naturally stored winter snow and meltwater ponds to maintain chilled-loop cooling between 0–4°C (32–39°F) year-round, reducing power consumption and helping achieve near-zero emissions." The facility would rely primarily on air-cooling mechanisms.
The data center would be constructed on the site of a former Nav Canada MOT (Ministry of Transport) radar facility, located on reserve lands. A Change.org petition initiated by Fabian to rally support for the project states that groundbreaking could occur this year, with an original target date of May 2026, and aims to complete the first phase by December 2026. However, the project's official website indicates a launch timeline of 2028, reflecting the complexity of navigating regulatory and community approvals.
The Kátł'odeeche First Nation has responded with caution, issuing a statement reported by CKLRadio: "Any proposed development — including the consideration of an AI data center — must be approached with care, responsibility and due diligence. Environmental protection, water resources, potential impacts on our lands, regulatory requirements, and the interests and concerns of our members must all be carefully considered before any decisions are made."
The project has attracted private investment from Noramco, a Canadian distributor of electrical and telecom equipment, signaling early financial backing for the initiative. If realized, the IceFox Data Center and accompanying fiber route could represent a significant step toward digital sovereignty and economic diversification for Indigenous communities in northern Canada, while also addressing the region's chronic lack of local data processing capacity and high-speed connectivity.
