2018 in review

Reform to promote the reduction of enterprise charges.We will deepen the reform of the electricity market,clear up additional charges on electricity prices,reduce the cost of electricity used in the manufacturing sector,and reduce the average electricity price for both industry and commerce by another 10%.
Third,innovation should lead development and new growth dynamics should be fostered.We should give full play to the comprehensive advantages of China's rich human resources and huge domestic market,reform and innovate the mechanism of r&d and industrial application of science and technology,vigorously foster professionalism,and promote the continuous transformation of old and new drivers of growth.

We will accelerate the development of emerging industries.We will deepen the research and development of big data,artificial intelligence and other applications,and foster new industrial clusters such as next-generation information technology,high-end equipment,biomedical,new energy vehicles and new materials to grow the digital economy.We will continue to promote inclusive and prudent regulation,support the development of new business forms and models,and promote sound growth of the platform economy and the sharing economy.We will accelerate the promotion of Internet plus in all industries and sectors.Continue to promote network speed reduction.We will carry out household demonstration of urban gigabit broadband,upgrade remote education networks,and promote the expansion and upgrading of mobile network base stations,so that users can truly enjoy faster and more stable Internet speeds.This year,the average broadband tariff for small and medium-sized enterprises will be lowered by another 15 percent,and the average tariff for mobile network traffic will be lowered by more than 20 percent.

Promote balanced development among regions and improve the quality of new-type urbanization.
We will optimize the pattern of regional development.We will formulate new policies and measures for the development and opening up of the western region,and continue to implement preferential policies for enterprise income tax in the western region when they expire.We will implement and improve reform and innovation measures that promote the all-round revitalization of northeast China,the rise of the central region,and the development of the eastern region.The coordinated development of the beijing-tianjin-hebei region focuses on dissolving Beijing's non-capital functions and building xiongan new area with high standards.We will implement the plan for developing the guangdong-hong kong-macao greater bay area,better align rules,and facilitate the flow of factors of production and people.We will make the integrated development of the Yangtze river delta region a national strategy and formulate and implement a development plan.In developing the Yangtze river economic belt,we need to ensure coordination between the upper,middle and lower reaches of the Yangtze river,strengthen ecological protection and restoration,and develop a comprehensive transportation system to build a high-quality economic belt.We will support the transformation of regional economies based on resources.

We will accelerate reform of state-owned enterprises.We will strengthen and improve oversight of state-owned assets,carry out trials to reform state-owned capital investment and operating companies,and maintain and increase the value of state-owned assets.We will actively yet prudently carry out mixed-ownership reform.
Promote all-directional opening up and foster new advantages in international economic cooperation and competition.We will further expand the areas of opening up,improve the layout of opening up,continue to promote the flow of goods and factors of opening up,pay more attention to rules and other institutional opening up,with a high level of opening up to promote the deepening of reform in an all-round way.We will support Hong Kong and Macao in seizing the major opportunities of jointly building the"One Belt And One Road"and the guangdong-hong kong-macao greater bay area,giving full play to our strengths and comprehensively deepening mutually beneficial cooperation with the mainland.
