A few days ago, the Shanghai Municipal Commission of Economy and Informatization and the Shanghai Development and Reform Commission jointly issued a notice on the “1% Action Plan for Energy Conservation and Carbon Reduction in Shanghai’s Industry and Communication Industry (2022-2025)” (hereinafter referred to as the “Action Plan”). It puts forward clear requirements on the data center upgrade and transformation as well as the utilization of the technology. It further specifies related standards on the number of waste heat (cold) resource data centers and the zero-carbon data centers, etc., especially for the small, old and scattered data centers which are shut down and relocated.
Specifically, the "Action Plan" proposes to strictly manage access to new data centers, establish a star rating system for green design of data centers, and encourage the application of catalog products recommended by the Ministry of Industry and Information Technology for new data centers. It guides qualified data centers to upgrade and transform by means of renewable energy, liquid cooling, distributed power supply, modular computer rooms, and waste heat recovery and utilization. It plans to create 5 data centers that utilize regional waste heat (cold) resources and 5 zero-carbon data centers.
The “Action Plan” promotes the shutdown and operation of small-scale, low-efficiency, and low-utilization data centers with a PUE greater than 1.7, a unit scale of no more than 800 units, and a continuous production period of more than 10 years.
Considering the previous series of policies and implementation measures for the green and low-carbon development of data centers in Shanghai, Shanghai has continuously updated relevant requirements and put forward more detailed and specific guidelines for the closure and transfer of small, old, scattered and old data centers.
In October 2021, the Shanghai data center policy publicity and work was held. ZHANG Jianming, deputy director of the Municipal Economic Information Commission, proposed to bring forth the new and promote the elimination and transformation of "small scattered and old" data centers. It promotes the transformation and elimination of "small, scattered and old" data centers by type and in batches, and gradually migrate bearing services to large data centers.
In December 2021, the "14th Five-Year Plan for the Development of Shanghai's New Generation of Information Infrastructure" was released, calling for speeding up the optimization of the existing data center structure. It promotes to classify and include the small scattered and old data centers in the city's industrial structure adjustment restriction and elimination catalogue, study and introduce policy measures such as energy use rights trading, differential electricity price mechanism, reduction and substitution, etc to shut down and transfer of obsolete data centers.
At the same time, the Action Plan clearly promotes the quality and efficiency of existing data centers, sort out and classify the existing data centers, and include the small and scattered old data centers with high comprehensive PUE, long online time, small scale, poor efficiency and low utilization into the industrial restriction and elimination catalogue, and complete no less than 5,000 racks of data centers retirement and replacement. It promotes the completion of the shutdown and transfer of data centers included in the phase-out catalog during the "14th Five-Year Plan" period.
In June of 2022, the "New Data Center "Pujiang Computing Power" Action Plan (2022-2024), in the task of "promoting the development of green and low-carbon computing power", clearly defined the need to speed up the transformation and upgrading of "small scattered and old" data centers. Optimization actions will be carried out for existing data centers, update the list of "small, scattered and old" data centers, accelerate the transformation and upgrading of traditional data centers with an average annual PUE higher than 1.5, encourage small and medium-sized low-efficiency data centers to transform into high-efficiency edge data centers, and reduce data center PUE Average value, improve energy utilization efficiency and computing power supply capacity, and realize the transformation of data centers to an intensive and green sustainable development model.
On the basis of a series of previous policies, the "Action Plan" put forward more specific requirements on the shutdown and transfer of old data centers in small, old and scattered data centers.
Judging from these policies, Shanghai is promoting the decommissioning and replacement of old and scattered data centers at a firm pace in an orderly manner.
With the further implementation of the policy, the old and small data centers will be phased out gradually, and the new data centers with "high technology, high computing power, high energy efficiency and high security" will be more fully deployed, which will speed up the construction process of "computing highland" in Shanghai and will also accelerate the development of Shanghai's digital economy.
