Wuhan (China) Builds a NewSmart City Benchmark: Wuhan Cloud + High-Efficiency Data Center

A few days ago, Wuhan City released the "14th Five-Year Plan for Wuhan's New Smart City" (《武汉市新型智慧城市“十四五”规划》) (hereinafter referred to as the "Plan"). The "Planning" proposes that by 2025, through the empowerment of digital reform, Wuhan will create ubiquitous and collaborative IoT perception, safe and efficient infrastructure, intensive and shared data base, intelligent and agile processing and response, and application scenarios that benefit the people and preferential government. It will realize "doing one thing efficiently, accurately serving one person, and comprehensively rationalizing a city", the city's digital transformation and the construction of all-scenario smart applications are at the forefront of the country, and comprehensive support for super-large-scale urban governance has become a benchmark for new smart cities.

 

The "Planning" concludes that the current e-government network has connected 15 districts (including development zones and functional areas, the same below), 101 municipal units and 4929 district units. The wireless government affairs network covers a total of 412 sites on main roads within the Third Ring Road and traffic checkpoints outside the Third Ring Road. There are 192,000 video surveillance networks connected to the city, covering major intersections, key locations and core areas. Explore the establishment of a quantum secure communication metropolitan area network. The government data center has entered an intensive development stage. The city has built 9 large and super-large data centers, 30,000 standard racks have been put into production, and more than 120 government systems are running on the cloud.

 

The "Planning" proposes that by 2025, Wuhan will build an overall planning goal of having a 500P data center computing power. The "Planning" clearly states that the data center should be further developed with high efficiency. Build the city's unified "Wuhan Cloud" infrastructure, formulate "Wuhan Cloud" construction standards and system cloud specifications, build a unified cloud management platform, gradually connect and manage the government affairs clouds that have been built in various districts and departments, and promote the application of government affairs clouds. It also requires to strengthen the green and high-quality development of data centers, build an intelligent, agile, green and low-carbon data center system, and guide the rational layout and intensive construction of data centers. It promotes the construction of data centers on demand in transportation, health, agriculture, intellectual property, etc., and flexibly deploy edge computing facilities in scenarios with high latency requirements to improve cloud, network, and edge collaborative service capabilities.

 

The "Planning" points out the direction for the future development of "Wuhan Cloud". The "Planning" shows that the expansion and upgrading of Wuhan Cloud will be promoted in an orderly manner in light of the city's cloud requirements, and the security systems such as security protection, password evaluation and emergency response will be continuously improved. The cloud data center with 10,000-core CPU/200TB memory computing capacity and 1000PB data storage capacity will accelerate the layout and construction of Xinchuang Cloud and attract more enterprises to go to the cloud.

 

The "Planning" pointed out that while Wuhan's smart city has a good foundation for development, it also has many shortcomings and weaknesses. Compared with advanced cities and citizens' needs, there is a gap, mainly including cloud, network, and IoT perception. The supporting capacity of new infrastructure is not enough, the integration and sharing of public data resources is not sufficient, there are not many characteristic application scenarios with strong awareness of citizens and enterprises, and the level of urban event discovery and co-processing that is effective in actual combat still needs to be improved. The awareness of digitalization is not yet strong, and the institutional mechanisms and regulations that are compatible with the construction of smart cities are not yet perfect. These all need to take effective measures during the "14th Five-Year Plan" period.


The "Planning" clarifies that in the next stage, Wuhan will be based on the basic principles of "people first, development orientation; overall planning, co-construction and sharing; innovation-driven, long-term operation; deepening reform and stimulating vitality; independent and controllable, safe and efficient". New infrastructure supported by standards. Build a mobile and fixed-line "dual Gigabit" all-optical network city, realize the large-scale deployment and application of IPV6, and comprehensively build a unified intelligent perception, cloud network environment, urban brain and other basic support systems, and the satisfaction rate of IoT perception scenarios is 80%.

 

The "Planning" pointed out that Wuhan City focuses on "speeding up the digital empowerment reform and promoting the overall intelligent governance of the city; improving the urban brain capacity and activating the potential of data elements; improving the construction of digital government and enhancing the efficiency of government services; improving the efficiency of smart people's livelihood services, creating vision for a better life; improve the level of refined governance and explore new ways of intelligent governance in big cities; boost the digital economy ecology and help the transformation of the industrial system; improve the level of infrastructure, consolidate the foundation of digital Wuhan; build a strong network security barrier and keep the bottom line of network security”, etc. Eight aspects are the main development tasks, building a new smart city and developing digital Wuhan.

 

The release of the "Planning" pointed out the direction for Wuhan's urban development during the "14th Five-Year Plan" period, empowering Wuhan's urban development with digital, and creating a new smart city benchmark in central China.
