A few days ago, the Hainan Provincial Communications Administration issued the "Fourteenth Five-Year Plan for Hainan’s Information and Communications Industry" (hereinafter referred to as the "Plan"). The "Plan" puts forward a number of development goals to 2025, such as 50,000 racks, newly-built large and ultra-large data center design PUE value ≤1.4, and construction of international submarine optical cable and submarine landing station.
The "Plan" clarifies that by 2025, a new type of "high-speed, ubiquitous, intelligent, green, and safe" information infrastructure will be basically completed. The data center cooperates with the scientific layout of the park planning, and moderately advanced deployment to help the digital development of thousands of industries. The submarine cable landing station has been completed, equipped with multi-route international submarine optical cables, international transmission capacity has been improved, international communication gateways have been established, and an open and interconnected international communication environment has been basically constructed.
During the 13th Five-Year Plan period, Hainan Province has built 12 small and medium-sized data centers.
The goals of the 14th Five-Year Plan include: adding 50,000 racks in the data center, and designing a PUE value ≤1.4 for the newly built large and super-large data center.
The "Plan" proposes to speed up the construction of data centers. Combining the development trend of Internet business and the planning and layout of Hainan's key industrial parks, starting from market demand, using applications as the traction, and combining the supporting needs of land supply, power facilities, geographical environment, surrounding security, and transportation, the layout and construction of data centers are planned.
Haikou, Sanya, and Chengmai are the core to build data centers in Hainan Province, while covering all cities and counties in Hainan to build regional data centers, support Yangpu and others to build data centers based on their own actual conditions, promote data center construction, and develop the Internet, big data, and cloud for Hainan Computing and other services provide infrastructure.
It is clearly planned that by the end of the 14th Five-Year Plan period, 7 new data centers will be added, namely:

China Mobile Jiangdong New Area International Data Center (Super Large Data Center)
China Unicom Haikou Jinpan Data Center

China Telecom Sanya Yazhou Bay Science and Technology City International Data Center (large data center)
China Unicom Sanya Jiyang Data Center
