In 2020, the growth rate of the IDC business market in Guangzhou and Shenzhen will exceed that of Beijing and Shanghai. In order to prevent possible short-term oversupply, Guangdong Province proposed a demand-oriented approach to reasonably control the overall scale of IDC.
According to the "2020-2021 Guangshen and Surrounding Area IDC Market Research Report" issued by KZ Consulting (hereinafter referred to as "Guangshen IDC Report" or "Report"), in 2020, the growth rate of the IDC business market in Guangzhou and Shenzhen will be over 25%, surpassing Beijing and Shanghai. And it is estimated that in the next three years, the compound growth rate of the IDC market in Guangzhou and Shenzhen will be over 20%.
2016-2020 Guangzhou-Shenzhen IDC Business Market Size and Growth (KZ Consulting)
In 2020, Guangdong 5G base station and user scale, 4K user and industry scale, Internet enterprise business income above designated size, and digital economy scale will rank first in the country. The huge demand for data storage and analysis has promoted the development of the data center industry in Guangzhou and Shenzhen.
However, although such a high growth rate can better meet the needs of the digital economy, there are still hidden dangers. For example, whether there will be blind investment, whether there will be oversupply, etc., Shanghai will cause some data centers to be vacant due to mismatches of supply and demand. The vacancy rates of some data centers are over 40%.
In order to prevent this situation, Guangdong Province currently proposes to be demand-oriented and reasonably control the overall scale of IDC. It clearly stipulates that in 2021-2022, in addition to supporting the integration of existing resources and the construction of projects that require edge computing for their own use (1000 In principle, no new data center cabinets will be added in the whole province except for small data centers below one standard cabinet. From 2023 to 2025, if the shelf rate of data centers in the province reaches more than 70%, based on supply and demand, and on the premise of ensuring that the province's energy intensity reduction target can be achieved, then consider supporting the energy-saving review of new and expanded data center projects.
It is worth noting that the Guangdong-Hong Kong-Macao Greater Bay Area is one of the eight national hub nodes of the national computing power network. As the central cities of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangzhou and Shenzhen will focus on coordinating the layout of data centers in and around the city in the future. .
At present, the demand spillover phenomenon of Beijing and Shanghai, both of which are the central cities of national hub nodes, has become more obvious. According to forecasts, in the next three years, more than 80% of the new racks resources in Beijing will be concentrated in the suburbs outside the central city of Beijing, Langfang City, Zhangjiakou City and Wuqing District around Beijing.
However, the Guangzhou-Shenzhen region has not yet seen a large amount of IDC demand shifting to surrounding areas. The report points out that this is mainly because the difference in electricity prices between the Guangzhou-Shenzhen region and the surrounding areas is relatively small. Only some local governments provide electricity price subsidies out of investment promotion considerations to reduce the construction and operating costs of regional data center projects, resulting in core urban data center projects. And the process of demand spillover to surrounding areas is slightly slower than other regional markets such as Beijing.
With the advent of the data age, the construction of data centers is increasingly becoming a key area that affects the sustainable development of society and is in a stage of rapid development. However, the imbalance of supply and demand is becoming a problem. The launch of the "Eastern Data and Western Calculation" project and the introduction of data center policies in the Guangzhou-Shenzhen region are all to promote the standardization and rationalization of the market, to ensure the high-quality development of the data center industry, and to better meet the needs of the digital economy.
