2.1 Analysis of the Policy Environment
2.1.1 The New Infrastructure Plan Benefits the Development of the Data Centre Industry in Shanghai
In 2020, the Chinese government clearly indicated its support in the “Two New, One Major” policy. New infrastructure is to play a major role in the successful completion of the 13th Five-Year Plan, and will remain a key area of development throughout the 14th Five-Year Plan. New infrastructure will serve as the foundation for the future development of the digital economy, starting from the digital transformation and upgrade of traditional sectors, and moving towards construction in 5G, AI, IIoT, IoT, big data centres, NEV charging stations, and other areas. To better facilitate the digital transformation of traditional infrastructure such as transportation and energy, a digital infrastructure construction system that features ubiquitous connectivity, efficient coordination, smart integration, and trusted computing is to be established.
In order to implement national new infrastructure development policies; take advantage of the shift towards digital transformation and upgrade; seize on important opportunities for improvement and recovery after the pandemic through Industry 4.0 transformation, industry digitization, and cross-sector integration; accelerate the construction of advanced next-gen network infrastructure such as 5G; maintain international competitiveness in cutting-edge fields such as photonics; accelerate the construction of integrated and converged infrastructure in areas such as AI; and improve the application of smart terminals in areas such as social governance and daily services, Shanghai and surrounding areas (Nantong, Suzhou, etc.) have issued relevant action plans for the construction of new infrastructure. These plans include the provision of resources to support the development of relevant industries.
On February 2020, the Shanghai Municipal People’s Government issued “Opinions the Further Acceleration of Smart City Construction”, which proposed the optimization and upgrade of next-gen information infrastructure layouts, and the expansion of information hub applications. The goal is to build next-gen interactive systems with global reach, strengthen regional synergy along the Yangtze River Delta, and establish a new direct connectivity model for data centres in adjacent areas. The Shanghai government seeks to use the Lingang New Area of the Shanghai Pilot Free Trade Zone to encourage investment and trade in valued-added telecommunications, transform the city into a content storage and exchange hub, coordinate energy quotas, and optimize the layout of IDCs.
