Key Insights
1、 The Total Number of Racks in the Cluster Data Center Exceeds 600,000
Since the "East Data West Computing" project was launched more than a year ago, various regions have actively promoted the construction of clusters and the development of the computing power industry, and achieved phased results. As of 2022, the total resource scale of each cluster data center will reach 607,000. Among them, Zhangjiakou, Helinger, Gui'an, Tianfu, Chongqing, and Zhongwei cluster data center cabinets are at a relatively high level, while other cluster data center resources are limited in scale, and related projects are being accelerated.
2、 IDC Business Development Should Focus on the Eastern Cluster and Plan the Western Cluster in a Forward-Looking Manner
According to the development level of the regional digital industry and the scale of data center demand, focus on the layout of the eastern cluster, and moderately deploy data centers in the western cluster.
The eastern region has a developed economy, dense population and industries, and the demand for data centers is strong. The industrial scale of the eastern hub cluster is large. Chengdu and Chongqing, as the economic centers of the Southwest, also generate a large demand for data centers. At the same time, as the energy consumption indicators and power indicators of first-tier cities become stricter and land resources are tight, the surrounding areas gradually become the areas that carry the demand of data centers, and the project cost advantages are highlighted. In terms of network conditions, the eastern cluster is closer to the national network center of Beijing, Shanghai and Guangzhou, and the network delay is at a relatively low level, which meets the needs of various medium and low delay services in the region. Therefore, in the future, we should focus on the eastern cluster and give priority to the layout of first-tier cities and surrounding areas.
The average temperature in the western region is low, which is conducive to the natural cooling of data centers and reduces PUE; the abundance of green energy such as wind and light provides basic conditions for the use of green electricity and helps to achieve carbon neutrality in the data center industry. In terms of policies, relevant government departments in the western cluster have introduced relevant preferential policies to attract investment in the data center industry. As the AI industry enters a period of rapid development and the demand for medium-to-high-latency services on the Internet grows steadily, the demand for data centers in the west will also show an upward trend. Therefore, IDC service providers can plan for the western cluster area in a forward-looking manner based on business development.
3、 Zhangjiakou’s cluster data center industry started early, with a scale of 150,000 racks
The cluster data center industry in Zhangjiakou started in 2014. Since Beijing tightened its industrial policies for data centers, Zhangjiakou, as an area around Beijing, has actively undertaken the spillover demand of data centers. In 2017, Zhangjiakou's data center industry entered a stage of rapid development.
By the end of 2022, the total scale of cabinet resources in operation in the Zhangjiakou area will reach 150,000, with an average on-shelf rate of about 67%. At present, the progress of the Zhangjiakou cluster new data center project is accelerating.
4、 The construction of the Yangtze River Delta hub node data center project is accelerated
The Yangtze River Delta hub nodes include the Yangtze River Delta Integrated Cluster and Wuhu Cluster. Among them, the data center in Qingpu District of Shanghai started earlier, and the data center industry in other start-up areas has entered a period of rapid development with the start of the east-to-west project.
As of 2022, the Yangtze River Delta integrated cluster will have about 23,000 data center cabinets in operation, with a shelf-ready rate of about 72%. At present, the starting area of the data center cluster project in the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone has initially implemented six key demonstration projects. After completion, the scale of racks is expected to reach 100,000, involving a total investment of 23.142 billion yuan.
As of 2022, about 8,000 racks will be put into operation in the Wuhu cluster data center, with an average racking rate of 70%. At present, about 11 data center projects are under construction, with a scale of more than 80,000 cabinets, including operators, cloud service providers, third-party service providers, and ICT enterprise projects.
5、 The industry foundation of Shaoguan cluster data center is relatively weak, with great potential for future development
In 2020, Guangdong Province proposed the overall layout of "dual-core and nine centers", and Shaoguan became one of the nine data center clusters in the province. In the same year, the construction of Huashao Data Valley started, and the data center industry in Shaoguan started. In 2021, with the first phase of the Huashao Data Valley project put into operation, the number of operating cabinets in the data center will gradually increase. In 2022, the data center in Shaoguan will have about 5,000 cabinets in operation, with an average on-shelf rate of 35%. The main projects are Huashao Data Valley and South China Data Valley Yingshuo Data Center.
Under the policy guidance of Guangdong Province and the support of local policies in Shaoguan, the cluster data center industry in Shaoguan has great potential for future development. As an economically developed province and a major digital economy province, Guangdong will continue to grow in demand for data centers. According to the current policy of Guangdong Province, the province's large and super-large data center projects will gather in Shaoguan data center clusters. As the Guangzhou-Shenzhen region has stopped the approval of energy consumption indicators for new data centers, new projects in Guangdong Province will mainly be concentrated in the Shaoguan region in the future. At the same time, the Shaoguan Municipal Government has introduced relevant supporting policies in terms of talent introduction and training, ecological construction, and financial guarantee to vigorously promote the development of the cluster data center industry.
