On December 13, the Shanghai Municipal Economic and Information Technology Commission and other departments jointly issued the "Shanghai Municipal New Infrastructure Carbon Peak Implementation Plan" (《上海市新型基础设施领域碳达峰实施方案》).
The "Plan" clarifies that during the "14th Five-Year Plan" period in Shanghai, it is necessary to strengthen the overall energy consumption and carbon emission management of data centers and 5G base stations. The level of energy efficiency has been steadily improved, and the average data center utilization rate has increased significantly. The energy utilization efficiency of new data centers shall not be higher than 1.3, and the energy utilization efficiency of existing data centers shall continue to improve. The energy utilization efficiency of large data centers in the Yangtze River Delta hub nodes of the national integrated computing power network dropped below 1.25. Data centers with no less than 5,000 racks shall complete the replacement. Near-zero carbon data center shall be build as a pilot.
During the "15th Five-Year Plan" period, the utilization rate and energy efficiency of data centers and 5G base stations have been significantly improved. The energy utilization efficiency (PUE) of the new data center shall be below 1.25. After the transformation of the existing data center, the energy utilization efficiency (PUE) shall not be higher than 1.4 in order to fully supporting the construction of Shanghai into an international digital capital with world influence.
