Recently, seven departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration have jointly issued the "Action Plan for the Green and Low-Carbon Development of the Information and Communication Industry". 2022-2025)”.
The plan proposes that by 2025, the green and low-carbon development management mechanism of the information and communication industry will be basically improved, key breakthroughs in energy conservation and emission reduction will be achieved, the overall resource utilization efficiency of the industry will be significantly improved, and the ability to help the green transformation of the economy and society will be significantly enhanced. At the end of the "13th Five-Year Plan" period, the total energy consumption per unit of telecommunications business decreased by 15% compared with that at the end of the "13th Five-Year Plan" period, and 30 typical application scenarios for the information and communication industry to empower the whole society to reduce carbon were selected and promoted.
Looking forward to 2030, the overall layout of green and low-carbon development of the information and communication industry will be more complete, the overall energy efficiency of information infrastructure will lead the world, and the green industrial chain and supply chain will be stable and smooth, which will strongly support the comprehensive green transformation and development of the economy and society.
Among them, the plan emphasizes the promotion of green data center construction.
One is to promote green and intensive layout.
Strengthen the overall layout of data centers, promote the "Eastern Data and Western Computing" project, and deploy the national hub nodes of the national integrated computing power network, provincial data centers, and edge data centers in stages.
Encourage the surrounding areas of first-tier cities to undertake urban spillover needs and build hot data gathering areas.
Guide data centers carrying high-latency services to preferentially deploy to national computing power hub nodes with suitable climate and rich renewable energy.
Accelerate the construction of national green data centers, guide enterprises to build green and intensive data centers, and speed up the resource integration and energy-saving renovation of "old and small" stock data centers.
By 2025, the power utilization efficiency (PUE) of newly built large and super-large data centers nationwide will drop below 1.3.
The second is to increase the application of advanced energy-saving and water-saving technologies:
l Strengthen green design, accelerate the application of refrigeration energy-saving technologies such as natural cold source, near-end refrigeration, and liquid cooling。
l Encourage the use of prefabricated modular computer rooms and high-density, virtualization and other high-efficiency IT system solutions, and promote high-voltage DC power supply, high-efficiency AC uninterruptible power supply, Integrated power modules and other technologies and products, and develop intelligent energy management and control systems.
l Promote advanced and applicable energy-saving technologies according to local conditions according to differences in natural climatic conditions.
l Encourage the optimization of redundant facilities, build waste heat and cooling water recovery facilities, accelerate the application of advanced and applicable water-saving technologies and equipment, and improve the efficiency of water resources utilization. Improve the green data center evaluation index system.
The third is to improve the energy efficiency of IT facilities.
l Actively apply liquid-cooled and high-temperature IT equipment to improve the energy efficiency of data center IT equipment.
l Encourage data center enterprises to include the operation of IT equipment fans, power supplies, and the utilization of resources such as central processing units (CPU) and storage into the scope of monitoring and management, so as to realize the linkage between all IT nodes and the data center to save energy.
l Encourage data center enterprises to innovate billing models, develop customer IT energy efficiency assessment, diagnosis and energy efficiency improvement services, and guide users to improve IT energy efficiency levels.
