Beijing has strictly controls on the energy consumption of data centers, and the energy-saving review of data center projects is strict. According to the information announced on the official website of the Beijing Development and Reform Commission in the first quarter, the IDC circle has collected and analyzed the five data center* projects that have passed the energy-saving review.

1. Under the policy requirement of "demand-led", the function of the data center has become one of the decisive factors in the energy-saving review.
Most of the projects passed in the first quarter were data centers supporting smart cities, industrial Internet, artificial intelligence, and blockchain. Only one project in Daxing District was a cloud computing data center. The data center is in line with its main business. For example, the energy-saving review opinion of the "Beijing Blockchain Commercial Computing Platform Project" states that the project energy should be mainly used for blockchain business, not for general-purpose data center business.
2. "Renewable energy" and its utilization ratio have become clear requirements for energy conservation review.
Except for the “Sponge City” cloud computing data center, the other four projects all have renewable energy utilization plans, and the utilization ratio should reach 100% by 2030. This is in line with the regulations issued by the Beijing Municipal Development and Reform Commission last year to “encourage projects built in and after 2021 to increase the proportion of annual renewable energy utilization to annual energy consumption at an annual rate of 10%, and achieve 100% by 2030.”
3. It is worth noting that the energy-saving review opinions also give requirements for water use of the project.
The four data center projects are required to use reclaimed water and renewable water, and some projects "use reclaimed water for all water except domestic water". There are no requirements for projects using liquid cooling.
4. The project stipulates a clear construction completion time node and utilization rate.
The completion time of different projects is different, and the “Opinion” also have requirements on the selection of energy-consuming equipment and the construction and access of online monitoring systems.

“Sponge City” Cloud Computing Data Center Project
Project Construction Content: Sponge City Cloud Computing Data Center.
Company: Beijing Taining Kechuang Rainwater Utilization Technology Co., Ltd.
Time: The construction will be completed in December 2022, and the entire project will be operated at full capacity
PUE and Energy Consumption:
After the project is completed and put into operation, the PUE value will not be higher than 1.240, and the annual comprehensive energy consumption will be controlled within 7,985 tons of standard coal.
The main energy-consuming equipment shall be selected to meet the national first-class energy efficiency standards or products listed in the national and Beijing energy-saving technology product promotion catalogues.
The project should simultaneously build photovoltaic and waste heat recovery systems during the process of design, construction and commissioning. The installed capacity of photovoltaic power generation system is 450 kilowatts. Through the water source heat pump system, the waste heat is used to heat the 21,800 square meters of the project office area and about 140,000 square meters of Zhongke Yungu Industrial Park (located in Changping District, Beijing)
Project Water Use:
After the reclaimed water municipal pipeline of Jingmi Diversion Canal North Road is ready for access, the project needs to introduce and use reclaimed water.
In the process of project design, construction, and production, an online energy consumption monitoring system will be built simultaneously, and access to the Beijing Municipal Energy Conservation Monitoring Service Platform will be implemented in accordance with the requirements of relevant standards.
Daxing Smart Technology Industrial Park and supporting cloud computing data center
Project Construction Content: Mainly for Cloud Computing Data Center, etc.

Time: Construction will be completed in December 2022. Within two years from the date of issuance of the opinion (January 30, 2022), the utilization rate will reach 80%
PUE and Energy Consumption:
After the project is completed and put into operation, the PUE value will not be higher than 1.118, and the annual comprehensive energy consumption will be controlled within 17,379 tons of standard coal. The cabinets of the project adapt liquid cooling.
Renewable Energy Utilization
Install a photovoltaic power generation system with a capacity of 447 kilowatts. The annual recovery of waste heat is not less than 5741 GJ, which is used for hot water and heating needs of the park. In addition to self-built renewable energy facilities, the utilization ratio of renewable energy in 2023 shall not be less than 30% through green power trading, subscription of renewable energy green power certificates, purchase of energy saving, etc., and at the rate of 10% per year, Increase the proportion of renewable energy utilization year by year, and achieve 100% renewable energy utilization by 2030.
The project builds an online energy consumption monitoring system, and accesses the Beijing Energy Conservation Monitoring Service Platform in accordance with relevant standards.

Install a photovoltaic power generation system with a capacity of 10,000 kilowatts. The annual waste heat recovery capacity reaches 246,065 GJ, of which 5,084 GJ waste heat is used for district heating of 19,700 square meters in the factory area, and the rest of the waste heat can be supplied to surrounding enterprises and residences. Zhonglian Data Fangshan New Computing Power Industrial Park Project
Project construction content: mainly for cloud computing data center, artificial intelligence computing power cloud platform and supporting facilities.

Use of Renewable Energy:
Install a photovoltaic power generation system with a capacity of 1188 kilowatts. The annual waste heat recovery capacity reaches 55,873 GJ, which is used for district heating of 216,000 square meters in the park. In addition to self-built renewable energy facilities, the utilization ratio of renewable energy in 2023 shall not be less than 30% through green power trading, subscription of renewable energy green power certificates, purchase of energy saving, etc., and at the rate of 10% per year, Increase the proportion of renewable energy utilization year by year, and achieve 100% renewable energy utilization by 2030.

PUE and Energy Consumption:
The overall comprehensive energy consumption of the project is controlled within 92,909 tons of standard coal, and in the near term (until 2026), the comprehensive energy consumption is controlled within 37,418 tons of standard coal, and 55,491 tons of standard coal are reserved in the long-term. The PUE value after the recent project runs is not higher than 1.1464.
The main energy-consuming equipment shall be selected to meet the national first-class energy efficiency standards or products listed in the national and municipal energy-saving technology product promotion catalogues.
Use of Renewable Energy:
On the roof, a photovoltaic power generation system with a capacity of 268 kilowatts is installed. The annual waste heat recovery capacity reaches 1,486,614 GJ, which is used for district heating at the Shichuang Energy Station on the adjacent plot. In addition to self-built renewable energy facilities, the proportion of renewable energy utilization should be increased year by year through green power trading, subscription of renewable energy green power certificates, purchase of energy saving, etc. By 2028, the proportion of renewable energy utilization should not be less than 80%, and by 2030, the proportion of renewable energy utilization should reach 100%.

Project Water Use:
Access to municipal reclaimed water from Yongfeng Reclaimed Water Plant, with an annual municipal reclaimed water volume of 1.101 million cubic meters. Except for domestic water, all other water uses reclaimed water.
