Recently, the Henan Provincial Communications Administration issued the "14th Five-Year Plan for the Information and Communication Industry in Henan Province" (hereinafter referred to as the "Plan") to accelerate the construction of a communication network based, data and computing power facilities as the core, and a fusion foundation. The facility is a breakthrough new digital infrastructure system, which further opens up the information "artery" of economic and social development and effectively supports the digital transformation of various fields of the economy and society.
In order to conscientiously implement the "14th Five-Year Plan for National Economic and Social Development of Henan Province and the Outline of Long-term Goals for 2035" and the "14th Five-Year Plan for Information and Communication Industry Development" of the Ministry of Industry and Information Technology, "Planning "Focus on building a "powerful province with networks" and "digital Henan", anchoring "two guarantees" and implementing "ten strategies", focusing on building a new digital infrastructure system, promoting the digital transformation of the economy and society, serving to support the construction of digital villages, and improving the industry management level, building network and data security barriers, coordinating the coordinated development of regional industries, etc. 6 major tasks, proposed 26 specific measures, 14 key projects, clarified 5 categories and a total of 22 quantitative indicators, and actively created important national information. The communication hub and information distribution center will further consolidate the new foundation of the digital economy, cultivate and strengthen the digital economy, comprehensively enhance the empowerment of digital intelligence, and provide a new platform and new support for the construction of modern Henan.
The first is to consolidate the national leading level of the new digital infrastructure system. By 2025, the province will build 200,000 5G base stations, 1.1 million 10G-PON and above ports, and build a 5G boutique network and a gigabit network demonstration province. Realize the expansion of the network bandwidth between the backbone and direct connection points in Zhengzhou to more than 2.3T, and build an important information communication hub and information distribution center in the country. The number of data center racks reached 130,000, creating a highland for data and computing power facilities in the central region. The number of secondary nodes for industrial Internet analysis has reached more than 10, and the construction of integrated infrastructure has achieved key breakthroughs.
The second is to achieve a substantial increase in the level of digital application. By 2025, the number of gigabit broadband users will reach 9 million, the penetration rate of 5G users will reach 60%, the number of communication network terminal connections will reach 330 million, and the number of industrial Internet logo registrations will reach 15 million. Deepen the drive of 5G, gigabit optical network and other information and communication technologies and data elements, promote the commercialization and large-scale application of 5G networks, promote industrial digitization and digital industrialization, expand new applications in digital life, digital production, digital governance and other fields, and create digital New economic highland, services support the construction of digital villages, and promote the comprehensive transformation of economic and social digitalization.
The third is to promote the level of industry management services to a new level. By 2025, the comprehensive satisfaction index of telecommunications users and the timely rate of complaint handling of Internet information services will be greatly improved. User rights and interests and personal information of users are effectively protected, and user satisfaction and sense of gain are further improved. Basic resource management capabilities, market supervision capabilities, and industry service levels have been continuously enhanced, and an integrated air-ground emergency communication support network has been built, and emergency communication support capabilities have been comprehensively improved.
Fourth, the network and data security capabilities continued to improve. By 2025, an active defense system for network information security will be established, the security assurance capabilities of new digital infrastructure will be significantly enhanced, and network data security governance capabilities will be further improved. Continue to improve the level of emergency response to emergencies and security guarantees for major events, vigorously promote the development of the cybersecurity industry, and create a favorable cybersecurity ecological environment.
