The "Opinions" made a clear plan for the development of data centers from four aspects: function-oriented, layout-oriented, green-oriented, and benefit-oriented.

By the end of 2025, the scale of data center racks in the province will reach 700,000 standard racks. The proportion of new data centers has further increased and the level of computing power has been significantly improved. The network quality has been significantly optimized, and the development pattern of "dual-core, three-zone, four-base" development layout system and computing power system is basically formed, and the strong support for the digital economy is forming with efficient resource utilization and popularized green technology.

The "Opinions" put forward 14 key tasks in five aspects: guiding construction optimization, forming a computing power support system, establishing a supervision and management mechanism, promoting industrial technology applications, and promoting green and low-carbon safety.At the same time, forward-looking deployments have been made in new data centers oriented to future business needs, such as intelligent computing centers and edge data centers.
